to encourage that teams without possibility surrender and the world loses activity, therefore losing money for innogames.
Is to give a award for participation, apart from the award to participate, an extra for each point achieved, it could be a bonus envelope or something like that, at the choice of the devs.
Thus decent battles would be achieved at the end of the event, not teams that do not even put together 100 for an attack.
